The aim of this paper is to analyse the security aspects of automatic electrical measurement systems. The first part of the paper presents the smart monitoring concept developed by the CEZ a leading Czech energy distribution company. The second part of the paper analyses security vulnerabilities, threats and attacks on the electrical measurement systems. Introduction The Faculty of Informatics and Management (FIM UHK) has cooperated with the division of metering of the company CEZ Mereni s.r.o. for several years, CEZ is the biggest supplier of electric energy to retail consumers in the Czech Republic. The division besides other things provides services in the following areas; installation and operation of electric meters and switching elements; collection, processing and administration of data; electric meter administration services; repairs and inspections of electric meters; handling and prevention of unauthorized take-offs. [1] To achieve mentioned targets the employing of Smart Grid type networks is being tested. These electrical and communicational types of networks allow regulation of production and consumption of electric power in the real time, in a regional and global scale. The network enables interactive two- way communication between resources and appliances or consumers about current capacity of energy production and consumption [2]. One of the main tasks, which are necessary to be solved, is the analysis of security risks in the whole metering system and their classification according to impact on an operator of distribution system. The analysis’ results are presented in this article. Similar issues regarding energetics were dealt by [3]. 2. A Smart metering concept The concept of Smart metering is a part of Smart Grid concept, which specifies intelligent electrical system. Smart Grid was created out of need to regulate electric energy on dependence of renewable sources expansion in the form of small local power plants. Smart Grid focuses on the specification of intelligent and modern electric system, which reacts to costumers’ new needs and at the same time is safe. The current electrical power system was originally designed for big central energy resources (power stations). The expansion of small local energy resources has disrupted the expected architecture of electrical power system. These local resources usually do not have constant course of production and output distributed to the network is fluctuate depending on intensity effect of renewable sources. To ensure flexible reactions of electrical power system to fluctuating production and consumption of electric power the two-way communication is necessary and it also allows monitoring electric current and its regulation. For this purpose the concept Smart metering was evolved.
