of the Earth for the Purpose of Interference Monitoring
of the Technical State of Major Structures

Abstract—A digital technology for generating seismic information from deep strata of the Earth is pro-
posed. An intelligent hybrid distributed system is developed on the basis of the technology. By means of
this system it becomes possible to combine monitoring of changes in technical state with generating
warnings of every imaginable type of emergency in construction projects together with short-term pre-
diction of earthquakes. Because of paralleling of the recognition of measurement information arriving
from a set of local monitoring systems situated at significant distances from each other, the degree of
reliability of the results obtained is increased.

1. INTRODUCTION
Traditionally, inspection of the safety of plants of strategic importance and tall buildings has generally
been carried out by means of systematic visual survey; geophysical and seismic studies have been per-
formed far more rarely. These surveys have resulted in decisions and reports presented in hardcopy which
it very difficult to analyze for the many years of service of the particular structures. It has been even more
difficult to diagnose the behavior of structures and buildings and to provide recommendations for their fur-
ther use. Thus, monitoring systems which utilize methods of systems analysis of signals arriving from mea-
surement instruments situated on structures that are being monitored have begun to be created in recent
years for such objects [1]. Collection, storage, processing, and comparison of the maximally permissible
indicators of the state of the structures, which have been previously input into the system, together with cur-
rent information and the production of a diagnosis of the state of the structures and the output of diagnoses
of the states of the structures are carried out. However, this does not assure monitoring of the initial onset
of micro-variations in the form of micro-damage or micro-cracks in the particular object. Moreover, for seis-
mically active regions it is necessary to perform monitoring of the onset of anomalous seismic processes
and short-time prediction of earthquakes. It is extremely important to combine the solutions of these prob-
lems into a a single system in order to assure the safety of the population in large cities situated in seismi-
cally active regions. With this in mind, in [1] general principles for the construction of a system for inter-
ference-monitoring of the technical state of construction projects in seismically active regions were pro-
posed. In the present article a technology and system designed to monitor the onset of anomalous seismic
processes on the basis of the generation of information on seismic processes from deep strata of the Earth
and principles for the operation of local systems for interference monitoring of the technical state of con-
struction projects, along with a principle for the description of the operation of a distributed hybrid intelli-
gent city-wide system constructed on the base of this principle are presented.
2. CREATION OF EFFECTIVE SYSTEMS FOR MONITORING THE ONSET
OF ANOMALOUS SEISMIC PROCESSES
Our analysis has shown that the basic factors that lead to changes in the technical state of major structures
and hydrotechnical structures in seismically active regions are the following:
