Stakeholder penting dalam perwujudan ketahanan pangan adalah pelaku UMKM sebagai penyedia produk pangan yang tersebar di seluruh Indonesia. Peredaran produk pangan diatur pemerintah dengan menetapkan persyaratan pemenuhan izin P- IRT. Izin P-IRT merupakan sertifikasi yang ditetapkan pemerintah melalui UU No. 18 tahun 2012 dengan dipertegas oleh Per-BPOM No. 10 tahun 2021, yang mengatur keamanan produk pangan dari bahan baku, proses pengolahan, hingga produk akhir, Oleh karena itu proses pembuatan P-IRT dinilai penting dengan penjelasan prosedur lengkapnya. Pendekatan penelitian menggunakan deskriptif kualitatif. dengan metode observasi, wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa prosedur pembuatan izin P- IRT mengalami perubahan yang diakibatkan oleh kondisi pandemi Covid 19 serta adanya UU tentang Cipta kerja No. 11 tahun 2020. Fenomena perubahan SOP (Standar Operasional Prosedur) tersebut melibatkan proses yang berbasis teknologi informasi sehingga menghasilkan outcomes berupa pelayanan yang lebih cepat dan terhindar dari praktek percaloan. Kata Kunci: Prosedur, Sertifikasi P-IRT, Peran Teknologi Informasi ABSTRACT National food security is very important and is of concern to all stakeholders, especially in conditions of the threat of recession after the Covid 19 Pandemic. Important stakeholders in realizing food security are MSME players as providers of food products spread throughout Indonesia. The distribution of food products is regulated by the government by setting requirements for fulfilling P-IRT permits. The P-IRT permit is a certification determined by the government through Law no. 18 of 2012 which was confirmed by Per-BPOM No. 10 of 2021, which regulates the safety of food products from raw materials, processing, to the final product. Therefore, the process of making P-IRT is considered important with a complete explanation of the procedure. The research approach uses descriptive qualitative. with the method of observation, interviews and literature study. The results of the study show that the procedure for making a P-IRT permit has changed due to the conditions of the Covid 19 pandemic and the existence of the Law on Job Creation No. 11 of 2020. The SOP (Standard Operating Procedure) change phenomenon involves a process that is based on information technology so that it produces outcomes in the form of services that are faster and avoid brokering practices. Keywords: Procedure, P-IRT Certification, Role of Information Technology. PENDAHULUAN Pandemi Covid 19 telah memberikan dampak yang sangat luas terhadap kehidupan manusia di era globalisasi saat ini. Selama 3 (tiga) tahun, pandemi telah mengancam kelangsungan hidup manusia di muka bumi baik dilihat dari sisi medis atau sektor terdampak lainnya. Kesehatan merupakan faktor penting dalam mendukung seluruh aktivitas manusia, oleh karena itu manusia senantiasa berusaha menyelaraskan antara kehidupan yang sehat dengan faktor pendukung lain seperti sektor-sektor yang terdampak pandemi Covid 19.
