This is a success factor and economic growth in Batam City. Improved road infrastructure provides benefits to all parties such as improving the quality of life, labor productivity, and opening up access to new jobs. The development of increased road infrastructure must also be in line with the improvement of the quality of the road. It is intended that the road that is crossed by vehicles is not easily damaged and can be used according to the age of the plan. On the other hand, the increasing use of PVC plastic also increases waste which is very dangerous for the environment because it is at risk of polluting the environment and threatening health. This study discusses the use of PVC waste as an alternative to improve the quality of the pavement mixture. The PVC waste will be mixed with other mixed constituent materials that have been adjusted to applicable standards. The utilization of PVC waste is expected to reduce the amount of PVC waste. From the results of the study, it was concluded that the different conventional asphalt mixture tests had an average MQ value of 825,769 kg/mm, an average VIM value of 6.8%, an average VMA value of 19.475% and an average VFA value of 77.888%. Meanwhile, the specimens added with PVC waste with percentages of 2%, 4% and 6% respectively had an average MQ value of 734,180 kg/mm, 820,691 kg/mm and 1165,360 kg/mm. The average value of VIM is 7.0%, 6.9%, and 6.7%. The average value of the VMA is 19.575%, 19.213%, 19.352%. The average value of VFA is 78.791%, 85.657%, 84.782%. The MQ and VFA values in asphalt mixture specimens with the addition of PVC powder waste tend to be higher than conventional asphalt mixture specimens, while the VIM and VMA values for all test specimens tend to fluctuate and do not differ much. All test specimens have met the 2018 Bina Marga specifications. Waste PVC powder can be used as an addition to the asphalt mixture for asphalt concrete wearing course. However, further research needs to be done with more varied test objects in order to get more accurate results. Keywords: flexible pavement, PVC waste, Asphalt Concrete Wearing Course Abstrak Saat ini sektor konstruksi di Kota Batam pada bidang infrastruktur jalan raya meningkat pesat. Hal ini merupakan faktor keberhasilan serta pertumbuhan ekonomi di Kota Batam. Peningkatan infrastruktur jalan memberi manfaat kepada semua pihak seperti meningkatnya kualitas hidup, produktivitas tenaga kerja, dan membuka akses lapangan kerja baru. Pembangunan infrastruktur jalan raya yang meningkat juga harus sejalan dengan peningkatan mutu jalan tersebut. Hal ini bertujuan agar jalan raya yang dilintasi kendaraan tidak mudah mengalami kerusakan dan dapat digunakan sesuai dengan umur rencananya. Disisi lain pengunaan plastik PVC yang meningkat juga meningkatkan limbah yang sangat berbahaya bagi lingkungan karena beresiko mencemari lingkungan dan mengancam kesehatan. Pada penelitian ini dibahas tentang penggunaan limbah PVC sebagai alternatif untuk meningkatkan mutu pada campuran perkerasan. Limbah PVC tersebut akan dicampur dengan material penyusun campuran lainnya yang telah disesuaikan dengan standar-standar yang berlaku. Pemanfaatan limbah PVC ini diharapkan dapat mengurangi jumlah limbah PVC. Dari hasil penelitian diperoleh kesimpulan beda uji campuran aspal konvensional memiliki nilai rata-rata MQ 825.769 kg/mm, nilai rata-rata VIM 6.8%, nilai rata-rata VMA 19.475% dan nilai rata-rata VFA 77.888%. Sedangkan benda uji yang ditambahkan limbah PVC dengan persentase berturut-turut 2%, 4% dan 6% memiliki nilai rata-rata MQ 734.180 kg/mm, 820.691 kg/mm Dan 1165.360 kg/mm. Nilai rata-rata VIM 7.0%, 6.9%, dan 6.7%. Nilai rata-rata VMA 19.575%, 19.213%, 19.352%. Nilai rata-rata VFA 78.791%, 85.657%, 84.782%. Nilai MQ dan VFA pada benda uji campuran aspal dengan tambahan limbah serbuk PVC cenderung lebih tinggi dibandingkan dengan benda uji campuran aspal konvensional, sedangkan pada nilai VIM dan VMA seluruh benda uji memiliki nilai cenderung fluktuatif dan tidak berbeda jauh. Seluruh benda uji telah memenuhi spesifikasi Bina Marga tahun 2018. Limbah serbuk PVC dapat
