Privileges necessary in political, economic, and social matters, and primary services necessary for living, had an important place in this. Because bringing personnel from the center to this country and keeping them here for a certain period of time, in addition to demanding the moral duty of employees to serve the motherland with loyalty, was on the agenda to create certain rights and freedoms, one of these requirements was in the field of medical services. Analysis аnd results When the Russian Empire opened medical institutions for the population in Turkestan, some difficulties and obstacles arose in terms of covering the regions and providing medical services. These problematic situations can be conditionally divided into three parts: 1. Problems arising in the medical policy of the government. The major drawback or problematic aspect of the Turkestan General Governorate in the organization of medical services in the region was that it implemented medical services in a stratified manner from the very beginning. That is, first of all, the medical system served the military, members of the government, and a small number of local residents who served them, as well as the immigrant European population. The division of territories into "new" and "old" parts for the purpose of maintaining not only political but also medical security also made the situation tense. Problems arise in the medical policy of the government. Although the epidemic of 1872 showed that this artificial limit was not reliable, the government did not develop any effective medical measures[4]. As a result, until 1883, Turkestans had almost no access to medical care. Residents were provided with a separate room in military medical institutions and services were provided only with a special referral. As a result, almost fifteen years after the establishment of the governor general's office, systematic and primary medical care services for the population of the country have not been established. This one-sided approach later created a second problematic situation, which led to more time being spent for Turkestans to fully accept and familiarize themselves with the system when hospitals and outpatient clinics were opened to the public.
