This comparison based on the principle of comprehensive education which saysethat: educational and training institutions must accommodate all children, regardless of their physical, intellectual, social, linguistic or other conditions, must promote integration and contact between children; you tend to highlight the shortcomingseand priorityTHEof the legislation of Kosovo comparing it with the neighboring countries and the United States of America as a country of social, ethnic and linguistic diversity which practices real inclusive education policies. The findings of this research will serve as a starting point for the discussion of needs and deficiencies in the education system in Kosovo ande educational policies for inclusiveness. Research purpose and methodology The purpose of this research was to find the differences, similarities, advantages and shortcomings of inclusive pre-university education policies in the selected countries for comparison. For the realization of this research we used the comparative method. This method means comparative research designs to study two or more countries, or two or more cultures and is mostly used in the field of policy studies. This research model usually involves a detailed examination of a particular aspect, policy, issue or characteristic within each of the countries or cultures, and these are compared on the basis of a set of common criteria. The researcher is interested not only in the similarities and differences between the two cases, but also in the differences or differences in the two contexts.
