Vol. 12, No. 1 (2017) 013-028, ISSN: 1823-884x PEMERKASAAN POLISI BELIA DI INDONESIA: PELAKSANAAN DAN IMPAK (Empowerment of Youth Policy in Indonesia: Implementation and Impact) Sakhyan Asmara Irfan Ridwan Maksum Azhar Kasim ABSTRAK Artikel ini meneliti pemerkasaan polisi belia di Indonesia yang dilaksanakan oleh Kementerian Pemuda dan Olahraga RI (Kemenpora) yang dapat dilihat dari sudut pelaksanaan dan impaknya. Teori Grindle (1980) dan Royse et al. (2001) digunakan sebagai kerangka konseptual artikel ini. Hasil analisis mendapati terdapat beberapa permasalahan penting. Pertama, terdapat kelemahan dari sudut penyelarasan pelaksanaan dasar, tahap pematuhan dan responsif, sistem pengambilan anggota baru, dan kecekapan sumber manusia. Walaupun kerajaan berjaya merealisasikan program yang banyak, namun tahap perubahan yang disasarkan masih belum dicapai. Kedua, impak yang dirasai hanya di peringkat individu, berbanding pada peringkat kelompok kecil dan kelompok masyarakat, mengakibatkan tahap perubahan dan penerimaan belum mampu menjawab permasalahan belia secara lebih komprehensif. Ironinya, proses penilaian tidak pernah dilakukan untuk mendapatkan maklum balas bagi memperbaiki dasar pemerkasaan belia. \ Kata kunci: Polisi, Pemerkasaan, Belia, Indonesia, Impak ABSTRACT This article examines youth empowerment policy in the Ministry of Youth and Sports (Kemenpora) from the perspetives of its implementation and impact. This article uses Grindle (1980) and Royse et.al (2001) theory as a conceptual framework. This study found several important problems in the Ministry. First, there is a lack of coordination of policy implementation, low level of compliance and responsiveness, the inadequacy of recruitment system, and the inefficiency of managing human resourses. Although the government managed to realize some of the programs, there are still changes that have yet to achieve the target. Second, the impact is felt only at the individual level, rather than at the small group and at the community levels, resulting in the degree of change and acceptance which has not been able to answer the problem of youth more comprehensively. Ironically, the evaluation process has not been done to get feedback to improve youth empowerment policy. Keywords: Policy, Empowerment, Youth, Indonesia, Impact
