Trata-se de um estudo bibliográfico, seguindo o método hipotético dedutivo. Por fim, verificou-se que a evolução experimentada nos cuidados com a saúde pública ao longo da história humana constitui-se como um dos fatores primordiais para a implementação das políticas públicas no contexto do Welfare State, reafirmando a importância da saúde como um direito humano fundamental e social. ABSTRACT This article aims to reflect on the Welfare State and its connections with social rights, in particular the right to health, based on a rereading of the work “From magic to social”, by Moacyr Scliar. This is a bibliographical study, following the hypothetical-deductive method. Finally, it was found that the evolution experienced in public health care throughout human history is one of the key factors for the implementation of public policies in the context of the Welfare State, reaffirming the importance of health as a human right fundamental and social.
