Umarov Kamil, Konkova Tetiana Kharkiv National University of Radio Electronics THEORETICAL FOUNDATIONS FOR THE SMART TECHNOLOGIES USING IN THE LEARNING FOREIGN LANGUAGE PROCESS IN A NON-LINGUISTIC INSTITUTION Summary. The current state of the economy has led to the use of digital technologies, but the digital econ- omy needs the qualifed personnel who will be able to the modern technologies using effectively in their professional activities. In particular, there was a need for requirements that qualifed personnel must meet. Thus, the task is to learn how to use the digital technologies at a high level and comply with them. The article substantiates the necessity of Smart technologies using in the educational process in institutions of higher education by a foreign language teacher. It is determined the uniqueness of Smart-technologies which is that all tools are technically based on a single informational educational platform and their use allows the teachers of higher education institutions to independently develop a digital educational resource. The use of innovative information technologies by teachers is presented according to the group characteristics of teaching aids of education such as audiovisual, technical, computer, computer systems, software, digital means of education and Smart technologies. It is noted that the modern youth need teaching aids of edu- cation, especially at the time when military operations are taking place in the territory of Ukraine, that is, distance education gives the students the opportunity to continue their studies and improve their skills in any city and in any country. The use of target, substantive, procedural and refective structural components is described which show how much the teacher of a higher education institution is ready for innovations in the education system. The important component in the institutions of higher education for a modern teacher is the timely and correct using of digital tools which are constantly updated due to a large number of innova- tions. However, there are the obvious contradictions in the system of modern pedagogical education due to its certain inertness, does not always allow us to fully solve the tasks quickly, that is, unfortunately, there are some diffculties with updating hardware and continuous improvement of the teachers’ qualifcations due to the high speed of updating computer equipment and software.
