1 Dr. Riccardo Cappelli (Forum for the Problems of Peace and War, Florence, Italy) Prof. Nicola Labanca (History Department, University of Siena, Italy) Proliferation and Disarmament of Chemical Weapons in the NATO Framework. Lessons from history * * This research report is the result of an institutional research project edited by prof. Nicola Labanca (University of Siena) on account of the “Forum on the Problems of Peace and War” (Florence) based on a EAPC NATO fellow- ship. The authors are Nicola Labanca (for part 0 and 1) and Riccardo Cappelli (for part 2). The bibliography covers both sections and contains numerous references to documents available on Internet (references that constituted at first a separate list of Internet sites). The research is based on available international scientific literature (historical and on arms control) and on available, unclassified documents. The opinions presented here are personal and do not represent the host institute (“Forum on the Problems of Peace and War”) nor the funding institution (NATO). The authors would like to thank Italian Ministery of Defense’s “Centro Militare di Studi Strategici” (Rome) and its Director (gen. Carlo Bellin- zona), and the Documentation Center of the “Forum for the Problems of Peace and War” and its President (prof. Rodolfo Ragionieri), for all the help received. Karen Whittle and Lourdes Flores translated from Italian into English. A special thank goes to dr. Sirkku Salovaara, General Secretary of the “Forum for the problems of peace and war”: without her, this paper could not be even thought.
