The needs of rural territories should be taken into account according to the Sustainable Development Strategy «Ukraine – 2020». Research: the conceptual foundatons of multlevel public administraton of sustainable rural development include the balance of regulatory, insttutonal, socio-economic and other components that are implemented through strategic and operatonal documents and programs. To ensure the sustainable development of rural areas it is necessary to divide the functons of public administraton enttes at the natonal, regional and territorial levels. At the state level the atenton of public authorites should be focused on regulatory support, intersectoral approach, interagency coordinaton and control over the implementaton of decentralizaton reform, including agricultural policy, food security and environmental protecton. At the regional level their atenton should be focused on the development and implementaton of targeted regional strategies and programs taking into account sustainable rural development. At the level of rural territorial communites it is necessary to develop and implement local strategies, programs of socio-economic and cultural development, involve projects of internatonal technical assistance. In developed countries the implementaton of rural development policy is based on reducing the role of the central government while strengthening the role of local governments. Conclusion: complex development of rural areas on the basis of sustainable development is a priority of the state agricultural policy. In the developed countries of the world the quality of life is determined by the proper living conditons of the populaton in rural areas, the appropriate level of income and the provision of educatonal and medical services, unimpeded access to social infrastructure. In Ukraine, the transiton to integrated development should be seen as a process that provides a balanced soluton to socio-economic problems, environmental issues and natural resource potental to meet the needs of present and future generatons. Keywords: public administraton; sustainable development; rural areas; cooperatves. © Приліпко С., 2020 Багаторівневе публічне управління сталим розвитком сільських територій концептуально полягає у збалансуванні нормативно-правової, інституційної, соціально-економічної та інших складових, що реалізуються через стратегічні й оперативні документи і програми. Так, у Концеп- ції розвитку сільських територій зазначено, що державна аграрна політика має стосуватись не лише підтримки аграрного сектору економіки, а й бути спрямованою на поліпшення якості життя та економічного благополуччя сільського населення (Про схвалення Концепції, 2015). На важливос- ті впровадження європейських стандартів життя населення, додержання конституційних прав і свобод людини і громадянина, забезпечення на- ціональних інтересів України, виходу держави на провідні позиції у світі наголошено в указах Президента України (Про Стратегію, 2015; Про Цілі сталого, 2019). Зокрема, Стратегією стало- го розвитку «Україна – 2020» передбачено про- ведення структурних реформ і підвищення стан- дартів життя. Однією із запропонованих реформ є здійснення реформи у сфері децентралізації та державного управління (Про Стратегію, 2015).
