วารสารสัตวแพทยศาสตร์ มข. ปี ที่ 22 ฉบับที่ 2 กรกฎาคม - ธันวาคม 2555 141 Structure and Working System of The Action Center for Prevention and Control Avian Infuenza and The Avian Infuenza Knowledge of Stakeholders Between Single Outbreak and Re-outbreak Areas in Northern Thailand Somphorn Phornwisetsirikun 1* , Terdsak Yano 1 , Suwit Chotinun 1 , Manat Suwan 2 , Malee Sitthikriengkrai 2 , Suvichai Rojanasthien 1 Abstract Objective—To compare structure and working system of The Action Center for Prevention and Control Avian Influenza and avian influenza knowledge of stakeholders between single outbreak and re-outbreak areas in Northern Thailand. Materials and Methods—The study was conducted during October 2010-March 2011 in Chiang Mai and Phitsanulok provinces. The structure and working system of the centers in those provinces were col- lected through document reviews, focus group discussion and in-depth interview with the provincial and district level committees. The avian influenza knowledge of the stakeholders regarding avian influenza disease and control was collected using questionnaires. Content analysis and causal analysis were used to analyze qualitative data. The difference in levels of the knowledge between the stakeholders in 2 areas was analyzed using Fisher’s Exact Test. Results—The structure and working system of the center in provincial level of single outbreak area were similar with those of re-outbreak area. However, the structure and the working system of the center in district level between those areas were different. In the single outbreak area, the meeting was set up regu- larly, the integrative approach was implemented, and all associated government officers were involved to the action. In the re-outbreak area, on the other hand, the Department of Livestock district officers were the main responsible and they mainly used telephone to communicate with each other and with other committees. Additionally, other committees from other government officers did not play a major role for disease control and prevention. Furthermore, the knowledge level about avian influenza was significantly higher in the stakeholders in single outbreak area than those in re-outbreak area. Conclusion—The results might serve as useful information for develop integrative structure and working model for improving avian influenza disease control and prevention in other areas.
