PERANCANGAN INCUBATOR MODEL TRIPLE HELIX... (Eddi Indro Asmoro) 13 ABSTRACT Growth in Indonesia's economy is supported by the small industries and medium enterprises (SMEs). While the problems of SMEs categorized into external and internal problems, in general, is the problem of knowledge. Even the role of government according to some researchers, in Indonesia in the development and empowerment of SMEs are less significant plus international commitments in free trade are required to make rapid changes due to product life cycles are getting shorter. Triple helix system, according to some researchers can enhance economic growth in a country. Where the triple helix system emphasizes continuous collaboration, with synergies that laid the foundation problems in the function. Triple helix system is a collaboration between industry, universities and the government to lay the issues dealt with by the right theoretically. In fact according to some researchers put the importance of open innovation paradigm on the product. The paradigm of open innovation breakthroughs that will give benefits to the collaboration system. In the design of the mechanism is added as an incubator of technical means of learning the triple helix collaboration system. PENDAHULUAN Komitmen internasional dalam perdagangan bebas dan perkembangan sosial-ekonomi domestik menyebabkan kompleksitas tuntutan harus berubah cepat. Kebutuhan knowledge sangat penting dalam gerak perekonomian dengan siklus umur produk semakin cepat/pendek. Disebabkan laju perekonomian sangat cepat, bagi mereka yang tidak belajar, beradaptasi dan mengikuti perubahan dari waktu ke waktu akan tertinggal. Karena dengan knowledge yang baik, industri dapat memproduksi barang dan jasa berdasarkan keinginan pasar.
