A quantitative study of quasi-experimental design with pre-test and post-test was carried out in a single group, where 35 women participated between 18 and 65 years of age from the rural areas of the provinces of Chepen and Pacasmayo. The “T Student” statistical test was used and the results show that before the application of the USR program, 89% of women reached a medium level of empowerment and 11% a high level, and after the application of the USR Program the 43% achieved a medium level and 57% a high level. It was concluded that the empowerment of women improved with the application of the USR Program regarding the dimensions of participation, recklessness, independence, equality, social satisfaction and security, as well as with the management of computer tools; contributing to the improvement of the quality of life of women, the role of leadership and the achievement of social justice.
