This research was conducted at Department of Education, Youth and Sport of Denpasar using all of the functional staffs as the research sample which was 69 persons. All the data gathered from the distributed quistionnaire werevalid. The data were analyzed using variant basedstructural equation modelling which is known as Partial Least Square (PLS). The result showsthat organizational culture which is getting stronger and the higher competency owned by functional staffs can improve their commitment in doing their task and job at Departement of Education, Youth and Sport of Denpasar. This condition will be able to improve their work achievement. However, the role of organizational commitment is not as a key mediator of indirect effects of organizational commitment is not as a key mediator of indirect effects of organizational culture and competency toward staffs performance. In other words, the functional staffs are able to improve their performance based on the empowerment of organizational culture and the high level of competency without considering the commitment of the functional staffs toward the organization. However, organizational commitment mediation is able to improve the influences of organizational culture and competency toward the performance of functional staffs at Departement Education Youth and Sport of Denpasar. PENDAHULUAN Dalam Dunia Usaha persaingan merupakan salah satu tantangan untuk mencapai suatu tujuan usaha. Di dalam suatu organisasi salah satu tantangan adalah meningkatkan kualitas sumber daya manusia agar memiliki keahlian khusus yang mampu bersaing dalam dunia usaha. Interaksi dan karakteristik dalam suatu organisasi membentuk gaya hidup, etika kerja, dan pola prilaku yang mencirikan kondisi organisasi yang tidak lepas dari hakekat nilai budaya organisasi yang bersinergi dengan perangkat organisasi serta komitmen karyawan dalam bekerja.
