Mengatasi permodalan petani pedesaan, pemerintah mempbuat program Pengembangan Usaha Agribisnis Perdesaan (PUAP) yang merupakan program dari Kementerian Pertanian untuk menanggulangi kemiskinan dan penciptaan lapangan kerja, sekaligus mengurangi kesenjangan pembangunan antar wilayah pusat dan daerah serta kesenjangan antar subsektor. Tujuan penelitian ini yaitu untuk: (1) mengetahui gambaran pelaksanaan program PUAP di Gapoktan Sinar Tani, (2) menganalisis kinerja Gapoktan Sinar Tani. Analisis data yang digunakan dalam penelitian ini yaitu : Metode Importance Performance Analysis (IPA), Pengambilan sampel sebanyak 50 responden terdiri dari 25 responden petani penerima PUAP dan 25 responden bukan penerima PUAP. Dari hasil analisis menunjukkan bahwa pada aspek kinerja pengurus Gapoktan berada pada kuadran kedua yaitu kuadran pertahankan kinerja Abstract: The problem which is faced by farmers in the countryside is the limited availability of capital. Overcoming the capital of rural farmers, the government created the Rural Agribusiness Development Program (PUAP) which is a program by the Ministry of Agriculture to tackle poverty and to create an employment, while reducing the development disparity between the central and region as well as the disparity between sub-sectors. The purpose of this study is to determine the difference in income obtained from farmers who receive PUAP funds and farmers who do not receive PUAP funds as well as the performance and management of funds in Gapokan Sinar Tani in district of Soreang, Parepare City. The purpose of this research is to determine the impact of the program implementation on the PUAP funds recipients, with the purposes are: (1) to know the description of PUAP program implementation in Gapoktan Sinar Tani, (2) to analyze the performance of Gapoktan Sinar Tani. Data analysis which is used in this research are: Importance Performance Analysis (IPA) Method, Sampling as many as 50 respondents which are consisted of 25 respondents farmers who are recipient of PUAP and 25 respondents who are not recipient of PUAP. The results of the analysis showed that the performance and importance aspects of Gapoktan are in the second quadrant, that is maintain performance quadrant. PENDAHULUAN Program PUAP secara nasional telah dimulai sejak tahun 2008 namun, di Kota Parepare program PUAP baru dapat terlaksana pada tahun 2010. Di tahun 2010 sebanyak 7 Gapoktan berhasil menggunakan dana BLM PUAP masing-masing sebesar 100 juta rupiah pada setiap Gapoktan yang diberikan pada awal tahun 2011. Adapun Gapoktan yang telah mengelola Dana BLM-PUAP adalah Gapoktan Mamminasae Kelurahan Watang Bacukiki, Gapoktan Berdikari Kelurahan Lompoe,
