Allied to the anthropocentric paradigm dominance that prevails on the law in the last historical frames, even the propositions that seek to over- come the stir provoked by asymmetrical cities reducing inequality in the ac- cess of spaces, assets and urban relations, run into the difficulty that is think- ing an urban area for all of its actors. Usually, a restricted dimension of city actors is adopted given its legal regulation — owners, residents, permanent users and private investors — ig- noring though the interface between natural and urban environment, as well as the existence of other beings which integrate the urban space and maintain a relationship with its subjects. Several urban problems involve issues that go beyond the human be-
