The purpose of this study is to find and analyze the management of functional education and technical training; supporting factors and inhibiting factors; and strategies to overcome obstacles in management education and functional technical training. The research design used is qualitative research with a descriptive approach. Data collection techniques used in this study were interviews, observation, and documentation. The key informants in this study were the Regional Secretary, Assistant III in the General Administration and Staffing Division, Head of the Personel and Human Resource Development Agency, Secretary of the Personel and Human Resource Development Agency, Head of Organization and Governance Section, Head of Apparatus Competency Development Division, Sub Head Field of General and Functional Education. The results of the study indicate that the implementation of management education and functional technical training in the Landak Regency is not optimal. The education and training activities that have been carried out are still the nature of fulfilling basic education and training. Constraints faced such as there is no integrated employee training database, there are no standards in the management of functional technical education and training, budget constraints, inadequate facilities and infrastructure, and the lack of staff. In this study the authors convey several strategies such as the need to increase the number of employees, especially staff, Need to maximize collaboration and coordination with Regional Device Organizations in providing information about training data, It is necessary to maximize the support and commitment of the Landak Regency Government by increasing the budget for training activities, especially on functional technical training, Need to create a standard in the management of technical and functional training.
