Study showed inconsistency of inertial thinking, because of disparity of modern concepts with practice. Purpose of study was to figure out the basic gap in issue of higher qualified specialists of the next generation by examine Kazakhstani University’s state before and under the pandemic. To achieve research goal, new civilizational principles and new paradigm of knowledge management in universities were used. Based on results of domestic, foreign and original research analysis, proposals for theories of production factors and knowledge codification development were made. These proposals become the conditions for integration of invaluable methodological experience accumulated by teachers and for implementation of university’s mission in digital age. Introduction The vital necessity to write this article is driven by clarification and comprehension where Kazakhstani higher education system is and which path to advanced management capabilities should be chosen. The fact that the pandemic forced us not only to introduce quarantine and a remote form of communication, but also changed our life and, above all, the inertia of thinking, related to the questions raised. Despite the extreme dynamism of the 21 st century, the daily routine and numerous obstacles in professional activity led to the fact that a familiar way reigns in the country's higher education. In addition, a lack of understanding of new management paradigm, which is consistent with the above theory and reinforces the strategic resource of the 21 st century ―knowledge" as a fundamental theoretical pillar. To reveal the role of pandemic in conceptualization of new civilizational opportunities and new management paradigm of the university’s evolution, the goal of research has been set as follows: to figure out the basic gap in issue of higher qualified specialists of the next generation by examine Kazakhstani University’s state before and under the pandemic. To reach this purpose magnitude and causes of the problem, material and methodology were identified. The study showed the reasons for Kazakhstani higher education performance, the lessons of the pandemic and knowledge management paradigm to meet new civilizational demand in the digital age. II. Magnitude and Causes of the Problem The pandemic has uncovered a hidden state of affairs in university governance that can be classified as: - Strong traditions of bureaucratic hierarchy and organizational structure. - Lack of managerial practice at all levels and flourishing of an administrative approach to internal processes, including educational, technical, methodological and even pedagogical area. - Denial of the reality of post-industrial society, inertial thinking and extrapolation of industrial society's practice into the digital era. - Ignoring knowledge, information, intellectual technologies and people, their carriers, as the fundamental basis for functioning of any system, including the university. - The extremely low level of research work instead on creating new knowledge for today's students, professionals, individuals and citizens of the next generation of the country. - Weak integration of advanced and traditional sciences.
