(ASSI), originally for the implementation of Ángeles City’s Local Language Code (Ordinance No. 424, Series of 2017) that designated Kapampángan as an official language and institutionalized its use in all sectors. This KAPAMPÁNGAN orthography was designed in coordination with linguists, language experts and writers of the indigenous script Kulitan. These include Dr. Ricardo Ma. Nolasco and his students from the Department of Linguistics Graduate Studies at the University of the Philippines in Diliman, linguist Kevin Bätscher from the University of Hawaii, and Kapampángan language and script expert, Mike Pangilinan. These scholars have paid keen attention to the phonology of the Kapampángan language and have remained faithful to the indigenous Kapampángan script, Kulitan. Phonology-based Orthography A. The recital order of Kapampángan consonants, Ding Sisiwálâ, originally used in Kulitan, was designed by our ancestors based on the natural articulation of the words in Kapampángan: ding sisiwálá manibat king akmúlan ‘those pronounced from the throat,’ dalan king árung ‘to the nose’, ibat king ípan ‘from the teeth,’ sasalitsit manibat king ípan ‘hissed from the teeth,’ manibat king lábî ‘from the lips’ and sasaldak manibat king lábî ‘aspirated from the lips.’ Ding Sisiwálâ (Consonants) G K NG T D/R N L S M P B Ibat king Akmúlan Dalan king Árung Ibat king Ípan Sasalitsit Ibat king Lábî Sasaldak Table 1.
