The researchers employed electronic surveys and selective sampling to collect and analyze quantitative data. The study involved the participation of fifty individuals with disabilities who are currently enrolled or have previously been enrolled at five Higher Education Institutions (HEIs) located in Selangor. Only individuals possessing a disability card issued by the Department of Social Welfare were eligible for selection, and participation in the study was entirely voluntary. The research followed recognized ethical guidelines by exclusively enrolling subjects who had provided express informed consent. The findings indicate that the biggest barriers to experience learning and facilitating are related to SWD conditions such as lab, workshop, studio, and/or practical work and lectures. The study emphasizes the need for policy measures that provide an adequate inclusive environment to SWDs for a more inclusive and equitable society. Further research and policy measures are required to address learning and facilitating issues for SWDs in higher education. Introduction In Malaysia, there are ongoing initiatives aimed at fostering disability inclusion and mitigating prejudice against individuals with disabilities (PWDs). The Persons with Disabilities Act of 2008 [1] plays a vital role in this task, recognizing the unique challenges faced by individuals with long-term physical, mental, intellectual, or emotional disabilities. Under the Persons with Disabilities Act of 2008, Malaysia has not merely achieved notable progress in enhancing accessibility and promoting equitable opportunities for those with disabilities, but the legislation places significant emphasis on the significance of inclusive education, thereby creating opportunities for those with disabilities to obtain high-quality education and vocational training. On this note, educational institutions are strongly encouraged to offer essential accommodations and support services, creating an inclusive environment that promotes academic success for all students, irrespective of their disability. The importance of inclusiveness in higher education in this act is comparable to the Malaysia Education Blueprint
