В статті проаналізовано нор- мативні і законодавчі акти з питань державного регулювання процесу реінтеграції ветеранів, визначено стан до- сліджуваної проблеми у провідних наукових працях з галузі соціології та соціальної роботи; здійснено ґрунтовний аналіз Концепції реінтеграції та підтримки учасників бойових дій у м. Києві, як прикладу стратегічного планування реінтеграційної програми. Мета статті полягає в аналізі наявних практик і проєктів соціальної реінтеграції ветеранів гібридної війни в умовах сучасного українського соціуму та окреслення кола проблем, що стоять на заваді ефективному запроваджен- ню комплексу механізмів соціальної реінтеграції. Досягнення поставленої мети здійснювалося шляхом виконання ряду завдань: визначити місце поняття «соціальна реінтеграція військовослужбовців і ветеранів» у системі категорій, що використовуються в соціології та соціальній роботі; проаналізувати досвід соціальної реінтеграції в Україні на основі наявних програм та концепцій; виявити можливості покращення процесу реінтеграції військовослужбовців та ветеранів шляхом оптимізації існуючої практики соціальної реінтеграції. Методологія статті полягає у системному аналізі та комплексному підході до вивчення провідного наукового досвіду, нормативних та законодавчих актів, соціально-економічних процесів, пов’язаних із реінтеграцією військо- вослужбовців та ветеранів. Наряду із загальнонауковими, застосовувалися методи статистичного дослідження, моделювання, експертних оцінок та ін. Наукова новизна дослідження полягає у визначенні комплексу механізмів соціальної реінтеграції на основі аналізу існуючих програм та концепцій реінтеграції ветеранів в Україні. Висновки статті узагальнюють основні тенденції реінтеграційної діяльності в сучасному українському соціумі, окреслюють основні перешкоди та шляхи удосконалення процесу реінтеграції ветеранів, визначають перспективи подальших досліджень. Ключові слова: реінтеграція, ветеран, концепція, державна політика, законодавчий акт, соціальна адаптація. Reintegration of veterans is an important task of the state and social institutions. The article analyzes normative and legislative acts on the state regulation of the process of reintegration of veterans, defines the state of the investigated problem in leading scientific works in the field of sociology and psychology; a thorough analysis of the Concept of reintegration and support of combatants in Kyiv was carried out, as an example of strategic planning of the reintegration program. The purpose of the article is to analyze the existing practices and projects of social reintegration of veterans of the hybrid war in the conditions of modern Ukrainian society and outline the range of problems that stand in the way of the effective introduction of a complex of social reintegration mechanisms. Achieving the set goal was accomplished by performing a number of tasks: determining the place of the concept of "social reintegration of servicemen and veterans" in the system of categories used in sociology and social work; to analyze the experience of social reintegration in Ukraine based on existing programs and concepts; identify opportunities for improving the process of reintegration of servicemen and veterans by optimizing the existing practice of social reintegration. The methodology of the article consists in a systematic analysis and a comprehensive approach to the study of leading scientific experience, normative and legislative acts, socio-economic processes related to the reintegration of military personnel and veterans. Along with general scientific methods, methods of statistical research, modeling, expert evaluations, etc. were used. The scientific novelty of the research consists in determining the complex of mechanisms of social reintegration based on the analysis of existing programs and concepts of reintegration of veterans in Ukraine. The conclusions of the article summarize the main trends of reintegration activities in modern Ukrainian society, outline the main obstacles and ways to improve the process of reintegration of veterans, determine the prospects for further research.
