Keywords: Performance, Budget Function, Capability, Planning INTRODUCTION Performance measurement for the members of the Takalar District Parliament in implementing budget functions is only emphasized to the ability to understand budget absorption or perform the basic tasks that have been outlined.While the board members in carrying out these functions can be said to successfully carry out their obligations if one of them can absorb all the aspirations of the community.Thus, to know the performance of members of the Takalar District Parliament in carrying out its functions, the performance must be measured.But in fact, the performance of members of the Regional People's Representative Council (DPRD) Takalar regency has not been optimal. According to (Mangkunegara, 2012) performance is influenced by ability, motivation and opportunity.While motivation is influenced by attitude and environmental situation.
