Pengelolaan Program Gerakan Literasi di SDN 1 Bungtiang

Abstract
This study aims to describe how the management of the literacy movement program at SDN 1
Bungtiang includes the planning stages, implementation stages and evaluation stages. This research
was conducted at SDN 1 Bungtiang using a descriptive research approach using a qualitative
approach. The data obtained were collected by observation, interview and documentation methods. The
results of the study show that (1) the planning for the implementation of the school literacy movement
program at SDN 1 Bungtiang is in accordance with the guidelines published by the Ministry of
Education and Culture No 23 of 2015, but in practice it is developed independently because it
implements a sliced curriculum, namely the K13 national curriculum, character curriculum and plus
program curriculum. The management of the school literacy movement at SDN 1 Bungtiang will begin
to be carried out routinely in September 2021. (2) Factors supporting the implementation of the school
literacy movement program at SDN 1 Bungtiang include adequate facilities and infrastructure such as
1 library unit, reading corner, literate environment , allocation of adequate funds, cooperation with
several institutions, and use of the media. (3) The inhibiting factors for the implementation of the
school literacy movement program at SDN 1 Bungtiang include differences in HR capabilities and
initiatives, the lack of a strategy to focus literacy attention on students, and the implementation of
literacy support activities that are not according to schedule, and are not taken care of.

Penelitian ini bertujuan untuk mendeskripsikan seperti apa pengelolaan program
gerakan literasi di SDN 1 Bungtiang yang meliputi tahapan perencanaan, tahapan
pelaksanaan dan tahapan evaluasi. Penelitian ini dilakukan di SDN 1 Bungtiang
menggunakan pendekatan penelitian deskriptif dengan menggunakan pendekatan
kualitatif. Data yang diperoleh dikumpulkan dengan metode observasi, wawancara, dan
dokomentasi. Hasil penelitian menunjukan bahwa (1) Perencanaan pelaksanaan
program gerakan literasi sekolah di SDN 1 Bungtiang sesuai dengan panduan yang
diterbitkan Kemendikbud No 23 Tahun 2015, namun dalam pelaksanaannya
dikembangkan secara mandiri dikarenakan menerapkan kurikulum irisan yaitu
kurikulum nasional K13, kurikulum karakter dan kurikulum program plus. Pengelolaan
gerakan literasi sekolah di SDN 1 Bungtiang mulai terlaksana secara rutin pada bulan
september 2021. (2) Faktor pendukung pelaksanaan program gerakan literasi sekolah
di SDN 1 Bungtiang diantaranya adalah sarana dan prasarana yang memadai seperti, 1
unit perpustakaan, pojok baca, lingkungan yang literat, alokasi dana yang memadai,
terjalin kerja sama dengan beberapa lembaga, serta pemanfaatan media. (3) Faktor
penghambat pelaksanaan program gerakan literasi sekolah di SDN 1 Bungtiang
diantaranya adalah perbedaan kemampuan dan inisiatif SDM, kurangnya strategi
pemusatan perhatian literasi terhadap peserta didik, serta penyelenggaran kegiatan
pendukung literasi yang tidak sesuai penjadwalan, dan kurang diurus.
