Some of water sources are polluted by mining waste or contain metal dissolved in water that is above the level allowed for drinking water that can cause various diseases. Meanwhile the community living in villages or islands cannot get access to local water company. Efforts to manage drinking water facility are made in order that stakeholders can participate and build partnership so that the program is not just a project without sustainability and the community can participate to build a healthy city. Objective: To identify the process of partnership, support and intersectoral cooperation in building community participation in the utilization and maintenance of drinking water processing facility at Sekip. Method: The study was qualitative that used descriptive case study design. Informen of the study were chosen purposively. Data were obtained through indepth interview, observation, document study and secondary data analysis. Result: Drinking water processing facility was not maintained and utilized by the community. Forums from district to village level had not functioned as facilitators, because the concept of program development was based on top down so that there was minimum participation from the community. The role of each sector was unclear due to lack of understanding of stakeholders outside health sector about their role in the program of healthy city. Intersectoral cooperation had not been established. The process of partnership and empowerment was still limited in the development of drinking water processing facility, not on its management both form the government and the private sector. Conclusion: Community participation in the utilization and maintenance of drinking water processing facility would be realized it the role and cooperation of stakeholders functioned synergically and the process of partnership in empowerment for the program healthy Belitung Timur District was well done. Keywords: healthy city, community participation, partnership, drinking water PENDAHULUAN Kesehatan atau hidup sehat adalah hak setiap orang. Oleh sebab itu kesehatan baik individu, kelompok maupun masyarakat merupakan aset yang harus dijaga, dilindungi bahkan ditingkatkan. Perhatian untuk meningkatkan derajat kesehatan baik di kota maupun wilayah pedesaan merupakan prioritas. Hal tersebut dapat dipahami mengingat pertumbuhan penduduk menunjukkan lonjakan yang cukup tinggi, sementara kualitas lingkungan permukiman cenderung menurun. Kabupaten Belitung Timur merupakan daerah dengan jumlah penduduk yang setiap tahunnya mengalami peningkatan yang cukup tinggi sekitar 1,0%-1,1%, sementara kualitas lingkungan sekitar cenderung menurun atau rusak akibat eksplorasi pertambangan yang dilakukan oleh perusahaan-perusahaan swasta dan masyarakat itu sendiri yang dilakukan di dekat permukiman penduduk, hutan lindung, sarana umum dan sumber air baku.
