140 4.4 Indonesia Ministry and Non Ministry (M&NM) Institutions Cloud Computing Implementation Proposal Mujiono Sadikin Informatics Department, Faculty of Computer Science Mercu Buana University Jakarta, Indonesia Mujiono.sadikin@gmail.com ABSTRACT In the last recent years, Cloud Computing (CC) is one of well-developed information technology disciplines in terms of research and its application. Implementation of CC provides many benefits such as: efficiency, guarantee of technology handling and managing by them who are competent in their field, reduction of investment costs, and organizations that use the CC become can more focus on their business or services. Costs of investment and management of CC systems become cheaper if there are more organizations that utilize these resources sharing services. Level of the resources sharing utilization is higher when organizations that use those resources have the same interests in the process, data, and access model to the system. There are quite a lot of legal basis, procedures, data and information used jointly by Ministry Institions and Non Ministry of Government Institutions (M&NMs). This paper presents the proposed model of CC systems that can be used by those M&NMs. The proposed model is generated by performing the analysis and synthesis approach. Analysis carried out on the common service in M&NMs and synthesis is used to construct the proposed model of M&NMs CC implementation based on the analysis results. INTRODUCTION In the last recent years, CC (CC) is become most promised information system and technology due the effort on cost reduction with resources sharing. Many enterprises, privates or states organization, in the world believe that they can improve their business and services level with utilize the CC[5]. Enterprises such as Amazon and Google demonstrated internally the business benefits obtained by successfully implementing the cloud’s “technical building blocks,” These enterprises then leveraged their own in-house expertise in virtual computing and created the CC service offerings that are now available to the public,[6]. Some of advantages of the CC technology include cost savings, high availability, and easy scalability,[7]. Now day Indonesia Government consists of 34 ministries institutions and 29 Non Ministry Institutions. Majority of those M&NMs have and manage their own systems. Based on literature study of legislation as the fundamental of ministries and non ministerial agencies, there are some similar functions or the same type of services operated by those M&NMs. Therefore, there are any potentialities to increase efficiency and effectiveness in operation of the system when those M&NMs operate system facilities by resources sharing model. One of the objectives of CC is resources sharing optimalization so it can be provided efficiency and effective benefits to users in information technology resources operation. This study presents the proposal of CC implementation for N&NMs organization within the government of Indonesia. The proposal is prepared base on study and analysis of similar services between agencies / ministries. Studies conducted on legislation as well as direct observation to several ministries / agencies. II. STUDY APPROACH This study was carried out by identifying the main tasks and functions, business processes, and services of ministries and agencies. From the results of the study was then conducted the analysis and identification the possibilities of CC services implementation both in terms of services similarity or the role or authorities of ministries / agencies. This study was also conduct studies on various sides of CC. From the results of studies of CC component models then it was selected CC implementation model according to the characteristics of the M&NM’s service or business. The results of the study is an application proposal of CC to ministries / agencies. III. RELATED THEORY a) Cloud Computing CC is defined by the US National Institute of Standards and Technology (NIST) as a: Model for enabling convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction.[6],[7]. By combining the concept of computer virtualization with the NIST definition (on-demand computer resources requiring minimal management effort), CC offers enterprises virtual processing power in a variety of possible implementations (figure 1.1).
