PUBLIC POLICY MATTERS ON CLIMATE CHANGE AND MIGRATION IN INDONESIA; THE CASE OF JAKARTA CITY Triarko Nurlambang Center for Applied Geography Research, the University of Indonesia May 2011 Although there has been debate in Indonesia on climate change, it has intensified in the last decade. Research has been done to assess climate change events and its impacts in the country, including in big cities such as Jakarta. Unfortunately, the level of understanding and consideration is limited. It is limited in terms of policies, regulations and action programmes, and limited in terms of improving adaptation capabilities among those who live in vulnerable areas. This situation is evident in Jakarta. An assessment of Jakarta’s spatial plans and current development dynamics which may create community movement patterns reveals that climate change issues or events are not yet a primary concern among policymakers, planners and communities. A ‘business as usual’ approach remains. Keywords: climate change, migration, vulnerable areas, public policy, Jakarta Unprepared community for climate change impact and disaster In fact, approximately 60% total Indonesia population, 75 cities including Jakarta, and 80% of its industries located in coastal areas.. Economic concentration in this coastal areas has attracting more people to move and settled for living. Unfortunately coastal areas are identified as the most vulnerable areas due to climate change risk, in particular due to sea level raise and flood. According to study done by EEPSEA (the Economy and Environment Program for Southeast Asia) in 2009, it shows that more than a million people which mostly low and middle income live in those vulnerable areas (displacement areas in climate change risk context). In relation to climate change issues, instead of gas emission problem as consequence of uncontrolled transportation management in Jakarta, flooding, storm surge, and sea level raise have caused serious harmful hazard to most marginal people who live along the coastal areas (see table below).
