Legal position of the Montenegrin sport system Author: Marko Begović, German Sport University Abstract We analyze the Montenegrin sport system, focusing on its institutional and regulatory framework. Given the democratic goals of the new Montenegro, the positioning of sport in the legal system of Montenegro should show a level of autonomy within the state’s system. The key word in the report is autonomy. Ambiguity of the concept of autonomy (from whom, and to what extent) is found. Differences are explored between levels of autonomy in the way sport is governed in Montenegro. Introduction Sport as a public service is vital for social and cultural development of a community, at all levels. For that reason it is associated with wide ranging elements of policy-making and planning in the community such as health, social welfare, education, urban planning, conservation, arts and leisure. As sports play a key role in society by contributing to social cohesion, and overcoming prejudice, its development must be supported and encouraged at all levels of society. The role of public authorities is crucial with facilitating and supporting social function of sports for the equal benefits and access for all.
