Precede Proceed model used by nursing students in nursing process in Tembalang as pilot project areas. The aims of this study was identified empowerment process, individuals; family; groups with special need and community support to improve quality of life, benefits of empowerment, and obstacles that occur in empowering community. This study used four participants. The data analysis process based on Colaizzi’s. Application of empowerment has two themes: play group, and elderly pos yandu. Individuals, family, groups with special need and community supports to improve quality of life has three themes: goals, objectives, and who is involved. The benefits of empowerment has three themes: useful for students, community, and health center. The obstacles occured in empowerment community has two themes: resources in the community, and implementation of precede proceeds. Key words : precede proceed, empowerment, health promotion ABSTRAK Peran perawat di masyarakat yaitu melakukan promosi kesehatan. Dalam melakukan promosi kesehatan harus memperhatikan unsur pemberdayaan. Pemberdayaan masyarakat untuk meningkatkan kemandirian ekonomi, ekologi, dan sosial menggunakan model precede- proceed . Penelitian ini merupakan penelitian kualitatif fenomenologi. Hasil yang diperoleh akan diidentifikasi proses pemberdayaan individu, keluarga, kelompok, masyarakat dan hambatan yang terjadi. Analisis data berdasarkan Colaizzi. Pemberdayaan masyarakat memiliki 2 tema: kelompok bermain dan orang tua posyandu. Individu, keluarga, kelompok dengan kebutuhan khusus dan mendukung untuk meningkatkan kualitas hidup masyarakat memiliki tiga tema: tujuan, sasaran, dan siapa yang terlibat. Manfaat pemberdayaan memiliki tiga tema: berguna bagi siswa, masyarakat, dan puskesmas. Model ini dapat meningkatkan motivasi masyarakat untuk lebih mandiri dalam meningkatkan kualitas hidup.
