Implementation of TQM on higher education in Pakistan

Abstract The purpose of this study is to analyses how TQM is implemented in education
sector, especially in Pakistan. We explore different research papers of different authors and
make conclusion. The concept of TQM is quite new in education sector of Pakistan. In
Pakistan private sector more focus on practices of TQM but in public sector there is no
concept of TQM. We conclude from our study that we should apply proactive approach in
education sector.

1 Introduction
Quality management has been a very important factor for the leaders in higher education.
Today quality improvement and its conservation is the important objective of every institu-
tion. The most important objective behind the application of quality standards is to perform
it thoroughly. Total quality management (TQM) mean “TQM is a system approach for the
continuous improvement of all organizational processes through total participation of all
employees, resulting in high quality products and services to attain customer satisfaction”.
The philosophy of TQM is “Do the right things, right the first time, every time”. The concept
of TQM is normally defined as ‘a management philosophy or method’ based on a lot of core
values of quality values and attitudes. These fundamental values are the part of definition of
total quality management which emphasis on external customers, top management obliga-
tion, continuous improvement in process and products, system and process control, internal
customers involvement, and top management critical decisions based on facts (Svensson and
Klefsjo 2000). A higher education means qualification at degree level at maximum takes
four or three years to complete. It will have a theoretical groundwork, it will be at a level
