The Implementation of MS1900:2005: A Case Study at SIRIM Berhad 1 Ummi Salwa Ahmad Bustamam Arbain Sarion Amir Shaharudin Faculty of Economics and Muamalat, Universiti Sains Islam Malaysia (USIM) ABSTRACT Malaysian Standard (MS) 1900:2005 is established as a standard which specifies the requirements for a shariah compliant Quality Management System. The aim of the standard is to ensure that organizations are managed in accordance with universally accepted values such as justice, honesty, truthfulness, sincerity, timeliness and discipline. In addition, the halal and non-halal aspects of all processes necessary for the delivery of services and products are identified and communicated within the organization and effectively implemented. In 2008 only five companies have obtained this accreditation and another 10 have received in 2011. Currently, there are less than 25 organizations that have received the MS1900:2005 from SIRIM Berhad. The increasing numbers show the significance and vigilance of utilizing Islamic principles in the business organizations. This study is sought to understand of why and how business organizations crafting strategy towards achieving the MS1900:2005 and competitiveness. Based on interviews conducted at SIRIM Berhad, it is found that there are few issues related to the implementation of the MS1900:2005. This particular paper addresses these issues which were gained from the auditor’s perspective. Findings of this study is hoped to assist many other business organizations towards achieving the MS1900:2005 in a way of stimulating their business competitiveness. Keywords: quality management system, MS1900:2005, standard quality INTRODUCTION Quality management system has been established in Malaysia as one of the Government’s agenda to provide a respectable public service. Along the way, many programs have been introduced such as Total Quality Management (TQM), Quality Control Circle (QCC), Quality Assurance Unit, Strategic Management and Customer Charter. Since 1996, ISO 9000 has established in public service in Malaysia (Siddiquee, 2006). Malaysia also practices ISO 9001 which covers the public and private service introduced by the International Organization Standardization (ISO Geneva). As a Muslim-majority country, Malaysia is heading further by introducing and implementing the MS1900:2005, a Quality Management System from shariah perspective (Che Pa et al., 2010). This standard was developed based on ISO 9001, an international practice standard. This standard requires organization to have a comprehensive quality management system in order to accommodate the customer needs, to fulfill the requirement of a quality product/service, to enhance the effectiveness and productivity as well as to reduce the operational costs.
