523 1 INTRODUCTION Globalization poses a variety of complex problems, one of which is the issue of employment. Job com- petition in the future is getting harder, especially in the areas of employment and high economic value. Rapid changing of science and technology, econom- ic, geographic, political, social, and culture demand human resources to be able to change as well. The development of information and communication technology causes everything completely open. Jobs are wide open for creative and innovative people, who either have or do not have the qualifications and competence of superior work. The above situation is a reminder to the world of education to prepare professional human resource with specific qualifications in various fields. Con- cerns always arise when faced with the fact that un- employment is still very high at every level of educa- tion, and the future will remain high if not addressed as quickly as possible. In February 2012, according to BPS (2012), workers at the lower elementary school education still dominates in the number of 55.5 million people (49.21 percent), while workers with diploma education of about 31 million people (2.77 percent), and workers with university educa- tion only 7.2 million (6.43 percent). In this paper the preparation of standardized com- petency is assessed based on the entrepreneur-ship education. For many countries, entrepreneurship plays a very important role as a key engine of eco- nomic growth and new job creation. Entrepreneur- ship is also encouraged as a means of stimulating in- novation. In the context of advanced industrialized countries where economies are knowledge-based, entrepreneurship is an instrument for fostering inno- vation, especially in the high tech industry. While for developing countries such as Indonesia, where un- employment is one of the major economic issues, the relationship between entrepreneurship and job crea- tion would have to be a major concern. So, in this context, entrepreneurship is not just a tool, but it should also be targeted. The importance of entrepreneurship in the devel- oping world is described by Desai (2009) as having a very strong relationship with the creation of entre- preneurs and economic development in the develop- ing countries. In fact, in developed countries, entre- preneurship has resulted in prosperity. In recent years, some experts have introduced efforts to ad- dress the capacity gaps in the innovation and entre- preneurial growth and contribution in order to create the prosperity and economic welfare. According to the research of David McClelland, a United States scientist, a country can be said to be prosperous if it has a minimum number of entrepre- neurs as much as two percent of the population. In Indonesia, the number of businesses has reached more than 40 million units or approximately 17 per- cent of the total population. However, this number has not been aligned with the true entrepreneurial role. This is because most of the current businesses are created by necessity, just to live, and very infor- mal. As mandated by the Law on National Education System on the National Education Standards as well as by Presidential Regulation Number 8 in 2012 on the Indonesia National Qualifications Framework (INQF), the universities in Indonesia should begin to adopt this policy. Universities are required to refer to the paradigm of outcome based education (OBE) as well as with the criteria of graduate outcomes of Towards competency standards for the undergraduate entrepreneurship program T.M. This high unemployment has also hit the higher edu- cation graduates. Therefore, an undergraduate program on entrepreneurship is urgent to be developed to pro- duce graduates who are able to develop a business enterprise and create jobs. Ideally, the qualification pro- duced by the study program should meet the minimum competencies required to run a business enterprise. Link and match between the competency standards and the qualifications required by the enterprise can be realized by introducing a competency-based curriculum based on the national qualifications framework. This research aims to offer the framework of competency standards for the undergraduate entrepreneurship pro- gram. The competence standards cover all aspects of work performance including skills, knowledge, and atti- tudes required to create, design, and develop a business enterprise.
