Dr. Kibaroglu received her Ph.D. in 1998 from the Department of International Relations at Bilkent University in Ankara, Turkey. Olcay Ünver is the President of the Administration of the Southern Anatolia Project since 1991. Dr. Ünver received his Ph.D. in Civil Engineering from the University of Texas at Austin. He served as the Regional Director of GAP Regional Development Administration during 1988-1991.
