The strategy includes providing suitable equipment for schools, developing e-content and training educaion professionals. To provide all that the project E-educaion was set with one of the main aims to educate teachers to become e-competent. One of the goals was the development of a framework for teacher e-competence, which will be presented in this paper. 1. Introduction In several strategic documents, the importance of development of informaion society and ICT in educaion and research is emphasized in the Republic of Slovenia. In 2007 the Government adopted the Strategy for Development of Informaion Society - si2010 (Vlada RS 2007), following the iniiaive of the European Union i2010 - European Informaion Society 2010 (EC 2005), which promotes an open and compeiive digital economy and emphasizes ICT as a driver of inclusion and quality of life. Si2010 strategy also addresses the ield of educaion and in the development of the informaion society highlights the following challenges: low use of ICT in the learning process, a low level of knowledge and skills in this area and the lack of e-content and e-services in the Slovenian language. In the ield of educaion, the Ministry of Educaion and Sports under the Programme Council for computerizaion of educaion in 2006 prepared an Acion plan for further informaizaion of educaion (Čampelj et al. 2007). In 2008 the Ministry of Educaion and Sport in the public tender for the development and implementaion of counseling and support for schools , e -learning materials and teacher training for the use of ICT in teaching and learning for the period 2008 - 2013 selected projects under the name of E-Educaion. The project aimed at upgrading exising aciviies in the ield of teacher training and other professional staf as well as in the ield of counseling, instrucional support and technical assistance to educaional insituions . The project E-Educaion is based on all of these aims with the purpose to build a 21st century school that can be characterized as e-competent. That requires creaing an e-learning environment, development of suitable e-content, and – most importantly – educaing e-competent teachers who can use this content in a suitable e-learning environment.
