ÁREA TEMÁTICA: OPERAÇÕES EVOLUÇÃO, TRANSFORMAÇÕES E O SURGIMENTO DE NOVAS GERAÇÕES DE PORTOS NA ORGANIZAÇÃO PORTUÁRIA E SEU IMPACTO NO PORTO DE SANTOS (SP) AUTOR ROGERIO DA SILVA NUNES Universidade Federal de Santa Catarina rogeriosnunes@hotmail.com Resumo O presente artigo analisa as transformações ocorridas na organização portuária, buscando estabelecer os principais aspectos da concepção, evolução e os principais estágios de mudanças ocorridas nos portos. A seguir, descreve os principais fatores que motivaram tais mudanças no porto de Santos. É apresentado um levantamento histórico das restrições e dos problemas enfrentados ao longo da história do porto, onde se verifica que, embora em épocas diferentes, grande parte dos problemas possui a mesma natureza e ocorre de forma cíclica, culminando com investimentos ou mudanças que aliviam a situação até o próximo ciclo. O artigo discute os principais problemas e pressões que servem como antecedentes do contexto que culminou com a promulgação da “Lei de Modernização dos Portos” em 1993. Tal legislação é tida como o marco regulador da transferência das operações portuárias para o setor privado no Brasil, introduzindo o que tem sido chamado de modelo concorrencial de mercado no ambiente portuário. Por fim, são apresentadas as tendências do setor portuário para o futuro, prospectadas por organismos internacionais tais como Organização das Nações Unidas, Banco Mundial e outras fontes. Abstract This article analyzes the changes in the port organization, seeking to establish the main aspects of the design, development and the main stages of changes in port. The following outlines the main factors that motivated these changes in the port of Santos. An historical survey of the restrictions and problems faced throughout the history of the port, where it notes that, although at different times, most problems have the same nature and occurs in a cyclical, leading to investments or changes that relieve the situation until the next cycle. The article discusses the main problems and pressures that serve as background to the context that led to the promulgation of the Law of Modernization of Ports "in 1993. This legislation is regarded as the regulatory framework of the transfer of port operations to the private sector in Brazil, introducing what has been called a model of competitive market environment in the port. Finally, we present the trends of the port sector for the future, prospects for international bodies such as UN, World Bank and other sources.
