A. *Department of Urban and Regional Planning, **Department of Estate Management, The Polytechnic, Ibadan, Nigeria. ademolakanmu@gmail.com, bolasesan76@yahoo.com adeyinkaogundiran@gmail.com ABSTRACT Disaster Needs Assessment is a product of damage data collected by Government through a parallel data collection and collation system operated by the Committee established for such. Usually, governments at all levels globally, engage in the compilation of the damage orchestrated by devastating disaster with a view to speed-up the restoration and improve the recovery process of the victims, infrastructure and the communities affected. Also, the involvement of a range of stakeholders in post-disaster recovery and reconstruction operations is usually guided by such needs assessment exercise and report. It is in view of this that this paper examined the post flood Disaster Needs Assessment of Ibadan, Nigeria as well as its associated challenges of implementation. Anchored on the concept of Group behavior, the review of relevant literatures on Disaster Needs Assessment, especially as related to flood in the country and other parts of the world provided a wide theoretical base for this study. The study relied mostly on the administration of 22 questionnaires for purposively selected communities’ leaders and 104 randomly selected residents in the 11 Local Government Areas of Ibadan. Descriptively, the results showed among other things the non-inclusion of the representatives of the affected communities in the Assessment Committees established over the years, numerous associated challenges and slow pace of implementation of the report of such assessment. The study recommended the inclusion of the communities’ representatives in such committees in the future, timely implementation of the recommendations made and the establishment of the Assessment Implementation Index for evaluating the performance and progress made in the implementation of Flood Disaster Needs Assessment Report.
