This complex and rapidly changing operational environment im- poses special requirements that are driving the municipal sector to abandon traditional, bu- reaucratic practices and to implement new kinds of working methods. The rather general perception is that a municipality’s success depends on its ability to distinguish relevant knowl- edge from irrelevant information. However, the separation of relevant and irrelevant informa- tion is not a simple task. The article focuses on the hidden side of knowledge behavior, namely information avoid- ance. It is assumed that information avoidance is more common among ofice-holders and local politicians than has been thought. The article presents the idea of an information ilter. Information ilters are obstacles that may restrict the observation and understanding of differ- ent phenomena in the environment, thereby hindering the conversion of interpretations into actions. Information ilters are divided into ive sub-categories: i) cognitive, ii) social, iii) technological, iv) cultural and v) economic information ilters. The article claims that by using the concept of information ilters, it is possible to understand why and how information is avoided in the local government context.
