During the zyxwvu 1990s Jawahar Rozgar Yojana (JRY) as a major wage employment programme attempted to generate employment to the rural weaker sections, viz. Scheduled Castes, Scheduled Tribes, women and the landless through building up of rural social and economic infrastructure. The present study attempts to appraise the performance of districts of Tamil Nadu in the implementation of Jawahar Rozgar Yojana. INTRODUCTION There is copious literature on wage employment programmes inhdia. Several evaluation studies were conducted at national, state and district levels. There are a number of macro-level evaluation studies on wage employment programmes such as NREP, RLEGP and JRY. They were conducted mostly by government organisations (see Ministry of Rural Areas and Employment, 1993, 1998; Planning Commission, 1987, 1992; Department of Rural Development 1987, 1988). There were several studies mostly of a concurrent evaluation type by academics (see for example, Mukherjee, 1997; Chathukulam and Kurien, 1995; Neelakantan, 1994; Iyer, 1994; Naidu, 1995; Khan, 1985).
