There are different conditions of entry of higher education and different reconstructions of higher education systems around the world because of different policies, cultures etc. of countries. In the introduction part of this study, some different countries of entry conditions of higher education systems are brought out. Generally, higher education programmes are open to all students around the world, but there are two conditions of entering higher education programmes; one of them is to accomplish a high school programme and then another one is to have success on some constrains like exams controlled by a central establishment. The situation of Turkey, in this case, is more similar to second one and the exams of entry of higher education are made by a central establishment (OSYM).
