Key words : creativity; HOTS; plant physiology; problem based learning The research’s aims were to describe the characteristics of learning material used in SMP N 1 Ungaran, to develop the problem based learning material with creativity and high order thinking skill oriented on plant’s physiological process, and to identify the validity and effectiveness of the material implementation. The research type was Research and Development. The research indicated the learning material have been used in SMP N 1 Ungaran was not good to be implemented and there was no problem based learning material. The learning material developed in this research was created in phases of designing, validating, small group trying out, and real group trying out. After revision in each phase, the product was produced. Based on the validation, the learning material developed got ’good’ up to’ very good’ criteria, so it was valid to be implemented. Implementation on small group indicated the learning material could be implemented with a little revision. Implementation on the real group indicated the minimal score statistically was 80 (mean = 80.14), there was the difference of students’ achievement average between experiment and control groups, and there was a significant correlation between students’creativity and achievement. This fact proved that the learning material was valid and effective.
