Buletin Teknologi Makanan 2(6) 2015:350-355 www.btmjournal.com 350 ISSN: 1823-2701 Abstract Identity is considered as one of the characteristics of competition in the international system. It is obvious that a country signifies its powers with respect to the "other" that has been developed by constructivists. The change in structure has been emerged according to identity signs. This condition has been more shown in the regional situation in the Middle East and some African countries after 2011. In recent years, the revolutions and uprisings in these regions have led some countries as Qatar to aspire to find a new place in the international system and step toward its interests in its favor in the restructure waves. Obtaining this new identity requires involvement of the regional and international issues, and what is more important is the issue of the riots and the revolutions in Tunisia, Libya, Egypt and even Syria where is still the place of conflict that have attracted the world powers attention. Therefore, Qatar pronounced itself as "mediator" and then as "pro- regime change" in Syria. Our research seeks to survey Qatar’s role in the recent great issues. Then we raised these questions that how much is the extent of Qatar’s identity role and position in the Middle East and especially the internal crisis in Syria in the recent developments? On what basis is defined Qatari foreign policy over the developments in Syria? It seems that Qatar seeks for the regional status and role of new identity by taking advantage of the tools, media, and financial resources, etc. in order to escalate Syrian crisis to change the government to fulfill their national interests. Keywords: constructivism, Identity, Qatar, Syria Introduction: Discussion and dialogue about the international relations must involve intertwined facts. Actors are not formed in a vacuum, but are severely affected by their external and internal environment. Constructivism approach puts emphasis on this issue and connects culture, identity, norms relationship to the domestic and foreign policies. Qatar as a small country knows this issue well and considers the behavior of the international system. At the beginning, the country introduced itself as mediator after the revolutions in the Middle East and then sought for superior- identity in Syria. Meanwhile, by the tools including media power, financial and military aid/support, Qatar alongside the countries as the United States assisted to the opponents of the Assad regime to reach what is desired in the shadow of international turmoil. In this paper, after introducing the insights of constructivism we seek for the role of Qatar in the Middle East and relations with the international sphere in the recent years. We have presented the research’s theoretical framework on constructivism’s approach to survey the issue of the identity change in Qatar. This approach is more philosophical emphasizing on the nature of the actors and the international structure. Constructivists believe that the system of shared beliefs and values has a structural nature, and the norms, values and meaning systems influence on the behavior of the actors. The ultimate goal of constructivism is to change by using methods based on humanity and cultural components that is based on discursion rather than a method based on bare power. The relationships in the international structure are considered with mutual and inter-objective imaginations among the agents. Therefore, they emphasize on these changes to reach peace and universal security. 1.1: constructivism: The term Constructivism first introduced in the 1980s by Nicholas Anov in political and international studies. Although, this term is more recognized by Alexanderou Wendt. This approach focuses on language and subjective concepts. Discursive discussions and attention to media can be mentioned in relation to language, which has found his place in the theoretical and scientific - research articles in the recent decades. Constructivism approach is broad and has many branches.
