Unemployment rates in almost all OECD economies have risen and persisted at higher levels since the first OPEC shocks in the 1970s. Some economists have argued that the high unemployment is sourced in instutional arrangements in the labour market . Our aim is, rather , to argue in favour of a specific aproach, with a nonequilibrating labour market in the center of analysis. We will investigate the microfoundations of unemployment and discusses the microeconomic incentives and opportunities for unemployment workers.
