MANAJEMEN SAMPAH BERBASIS PENGELOLAAN SAMPAH MANDIRI DI MASYARAKAT Ida Bagus Suryatmaja, I Made Nada, I Ketut Widnyana, I Ketut Sumantra, IGN Anom Universitas Mahasaraswati Denpasar bagussuryatmaja@gmail.com ABSTACT Now adays waste management problem is one of the impotant issue in Bali, related to Bali Goverment Policy about Bali Clean and Green and Bali Go Organic 2010. The problem until today its seem no longer solve, because of the ignorance in community partisipation. However the waste management is very important to be drive because of the bad effect for environment and communitie health, especially the quality of the environment that cause social problems. The complicated problem will create because Bali is the famous tourism destination in the world, in which the waste problem is the important issue have to be solved. Various sources of waste that contributes to solid waste include: residential , shops , markets , hotels and restaurants . Incidence trash disrupts environmental comfort and a further burden spend relatively large to handle . In the implementation of waste management is currently known 3 R strategies are Reduce, Reuse and Recycle. Three R concept is very effective in the prevention of waste management especially if the program implement with community involvement through community engagment and independently manage . Bali as a tourism destination particularly relevant to make a rule at the community level ( through banjar policy ) or community leadership to further give the force of law in the application of the offender rewads and funishment both household waste producer , markets and other institutions . Waste management programs independently and rooted in the community has been formed in the Beraban village of Kediri Tabanan District by forming village-level cadres , banjar and sekeha. In elementary school level young police cadet group ( Pocil ) also create to spread out the implementation of waste management program . This cadre is expected to build the character of the people to aware of the importance of waste management as well as having an understanding that garbage is a blessing if correct in its management . By properly managing waste bins are expected to be able to increase the income of families, group, community in the village. Key words : reduce, reuse , recycle , self , community engagment 1. PENDAHULUAN Bali sebagai salah satu daerah tujuan wisata harus sesegera mungkin menyikapi masalah-masalah yang terkait dengan pariwisata, seperti keamanan, kenyamanan dan kebersihan. Kebersihan yang menjadi syarat mutlak daerah tujuan wisata akhir-akhir ini menjadi momok pelaku pariwisata Bali. Banyak terekspos bahwa wisata pantai seperti Kuta, Sanur, Tanah Lot sering tercemar karena banyaknya sampah kiriman. Hal ini menjadi salah satu tantangan untuk segera mendapat penanganan yang serius dari pemerintah maupun masyarakat pariwisata. Di Desa Beraban penanganan sampah telah mendapat perhatian dari pemerintah kabupaten Tabanan dengan dibuatnya kawasan LahSahDu (pengolahan sampah terpadu) sejak tahun 2007. Program ini merupakan program yang di koordinasi oleh Bappeda, Dinas Pekerjaan Umum dan masyarakat. Di dalam pelaksanaan program ini telah terjadi kegiatan simultan dalam pengelolaan sampah antara pemerintah, masyarakat (adat dan sipil) serta swasta. Sehingga diharapkan dengan program LahSah Du ini sampah di desa Beraban sebagai pintu gerbang daerah wisata Tanah Lot akan mendapat penangan dengan baik. 213
