Pierwsza część stanowi charakterystykę podstawowych założenia systemu, jego miejsca i roli w unijnym środowisku bezpieczeństwa, aby następnie skupić się na analizie instytucjonalnej i głównych problemach funkcjonalnych i systemowych. Abstract: This paper analyses the EU early warning system’s core elements, its future and functionality in the changing European Union. The first part describes the notion of early warning analysis and its place in the EU security framework, to further elaborate on its institutional design and main issues regarding its development and role as a credible security analysis.
