Universidade Federal Fluminense (UFF - www.producao.uff.br) ABSTRACT This present paper brings up an evaluation of the real scenario of the basic sanitation in Brazil, based on the capital cities and its respective states and the Federal District, according to the data supplied by the National Sanitation Information System (SNIS). The developed methodology is based on the analysis of the indicators referring to water, sewer, economic and financial, and quality, by applying the ELECTRE TRI method in order to allocate the data in pre-determined classes. The presented diagnosis indicates results considered mostly either bad or awful, in contrast with the reality of a country which is currently under a deep transformation and growth process. An effective change in the current sanitation policy is made necessary in order to reach the universalization of systems, therefore promoting its compliance to all Brazilian population.
