This model of democracy refers to the concept of government which is providing rational public discussion in political life. Practically, deliberative democracy focused on concrete issues in which citizens and their representative engage together in consequential discussion to decide public policy or political decision, such as energy issue, local budget allocating, health care issue, etc. Meanwhile, deliberation practice in context of electoral democracy seems to be rare, especially in local context. This paper, expose and analyses the practice of Constituents Forum in context of local election in Bandung Regency as a form of deliberative democracy in election process. I argue that this practice have relevant effect not only in election process, but also continued in post-election, as a real deliberative context.
