There exist different sign languages in the world. But we focused on Indian Sign Language which is on the way of standardization & very less work has been done on it so far. We have focused on Indian sign language history and progress in this domain and work carried out by various researchers in Indian Sign language recognition. Also we have proposed an approach that will convert the video of full sentence gesture of Indian sign language to text. It will initially identify individual words from the video & convert them on to text. Finally, the system will process those words to form a meaningful sentence in compliance with the simple grammar rules. Keywords- Indian Sign Language, Gesture recognition, Neural networ, General fuzzy min max. I. INTRODUCTION TO INDIAN SIGN LANGUAGE A. History of Indian Sign language (ISL) In India, linguistic studies on Sign Language (SL) started in 1978 and the studies concluded ISL is a language on its own with specific syntax, grammar, phonology and morphology” People with disabilities most of the time remain isolated from the rest. Moreover there is a difference in the signs used in urban areas and rural areas of India, Jepson (1991). The rural deaf people are more isolated than urban counterparts their signs are restricted to the gestures used in that particular area. In order to bridge urban-rural gap, in January 1999, the Ramakrishna Mission embarked upon a very unique project in collaboration with CBM International, Germany – to standardize Indian Sign Language. November 24, 2001 became an important day for persons with hearing impairment in India. In an august gathering, the first ‘Indian Sign Language Dictionary’ was released. The Indian Sign Language Dictionary was an earnest attempt based on years of research, documenting over 2500 signs from 42 cities in 12 States to provide a common sign language code all over India. B. Indian Sign Language (ISL) ISL makes use of facial expressions, hand gestures, body postures and eye gazes to convey the message. The very spatial nature of the language makes it difficult to apply traditional computational approaches for its recognition. The efforts made by Ramakrishna Mission to standardize ISL by creating a sign dictionary are applaudable. C. Progress of ISL The population of deaf-dumb people in India is well considerable to be marginalized. Hence in order to achieve inclusive growth of all the people of the nation various steps are taken after independence. The constitution ensures for all its citizens equality before the law, non discrimination, fundamental freedoms and the right to life and liberty. (Article 14, 15, 19 and 21 respectively of the Constitution). Additionally, here are four legislations specifically direc ted towards the protection, welfare, rehabilitation and development of people with disabilities. A government website www.indiansignlanguage.org has been launched for empowering the deaf, which offers a huge collection of Indian Sign Language (ISL) signs. Each sign has an image, running video and threaded discussions. It is now time for the government to hear the voice of the disabled people and take steps to integrate them to the mainstream by providing them with proper healthcare, education, accessibility etc. i.e. a normal social life. In order to achieve this, enacting laws in the proper direction and the development of human-computer interaction systems are the major solutions. In order to improve the social life of the disabled people, India has signed United Nations Convention on the Rights of Persons with Disability (CRPD) in the year 2007. Two major initiatives have been proposed in the 11th five year plan (2007-11), first is setting up ISL Research and Training Centre and second are Universal Design Institute Indian Sign Language Interpreters Association (ISLIA) is set up with the vision of abridging the communication gap between the deaf and hearing people. LITERATURE SURVEY Here we will be focusing on the recent work carried out by few researchers especially in the domain of Sign language catering the need of Indian deaf community which is decade by decade increasing as per the population statistics are showing. The details of the deaf population in India over the last five decades are given in the Table.
