Pettarani No. 74 Makassar E-Mail: fadly_surur@yahoo.co.id 2 Alumni Program S3 Institut Teknologi Bandung E-Mail: husnullah_pangeran@yahoo.com Abstrak Dalam rangka meningkatkan aksesibilitas kawasan dan mendukung pengembangan wilayah, Pemerintah Provinsi Gorontalo mengusulkan 3 alternatif trase jalan yang menghubungkan Ibukota Provinsi dan Kabupaten. Studi ini bertujuan untuk menentukan alternatif trase jalan yang terbaik berdasarkan pertimbangan yang kompleks melibatkan sejumlah kriteria seperti aspek lingkungan, sosial ekonomi dan teknis. Berdasarkan pedoman study kelayakan jalan Kementerian Pekerjaan Umum (Pd.T-19-2005-B), Analytic Hierarchy Process (AHP) adalah salah satu metode yang direkomendasikan untuk menganalisis aspek yang bersifat multikriteria. Saat ini tersedia metode Analytic Network Process (ANP) yang merupakan pengembangan metode AHP. Studi ini menerapkan metode ANP yang merupakan solusi untuk mengatasi keterbatasan pada metode pendahulunya, yaitu AHP. Berdasarkan hasil sintesis terhadap kriteria dan alternatif trase menggunakan metode ANP dapat disimpulkan bahwa alternatif trase C merupakan trase yang memiliki prioritas tertinggi, diikuti alternatif trase A pada prioritas kedua dan alternatif trase B pada prioritas terakhir. Kata kunci: analisis multi kriteria, pemilihan trase jalan, ANP Abstract In order to improve the accessibility and to support regional development, the Government of Gorontalo Province proposes three alternatives of road route that connect the province capital and the district. The study aims to determine the best alternative road route that involves multi criteria such as environmental, socio-economic and technical. According to the feasibility study guidelines published by Ministry of Public Works (Pd.T-19-2005-B), Analytic Hierarchy Process (AHP) is one of the recommended methods for a multi criteria analysis. At present, there is available method of Analytic Network Process (ANP) that developed from AHP. The study applies the ANP method based on assumption that ANP is a solution to the limitations of its predecessor, the AHP. The synthesis of criteria and route alternatives using ANP method shows that the route alternative C is the highest priority, then alternative A at the second, followed by alternative B as the lowest priority.
