ISSN 2073-8641 Abstract: Quite wrong to consolidate the phenomenon of sanctions to the concept of fines or penalties because their scale were not clear at the beginning of the introduction, it is not clear now, although the assessment of the damage to the Russian economy measured huge volumes, but the scale is not visible and in the future. Big is seen at a distance. So that's the approach we propose to use for understanding the sanctions. Sanctions is not just a political instrument of pressure on the independent position of Russia, is a comprehensive, systematic, planned impact on rival spheres of influence. By the force of the impact of sanctions and penalties are different from similar categories, as they are not so much national as a supranational character. The article attempts to reveal the change in economic relations between participating States of sanctions war.
