Dr. Zhang received her B.S. in Electrical Engineering at the Wuhan University of Technology, M.S. in Electrical Engineering from Huazhong University of Science and Technology, and Ph.D. in Computer Engineering from Missouri University of Science and Technology. She is an Assistant Professor in the Department of Electrical and Computer Engineering at the University of the District of Columbia (UDC), Washington D.C. Dr. Zhang is an Associate Editor of IEEE Transactions on Neural Networks. She has served regularly on the organizing committees and program committees of many international conferences.
